RMA20250158 - 160 Evenden Road, Twyford

Hastings District Council as the consenting authority has received an application from Hamachek Holdings Limited for a resource consent for a multi-fuel refuelling and service hub located at the corner of Evenden Road and State Highway 2 (160 Evenden Road), near Hastings. The applicant has requested that the application be publicly notified in accordance with Section 95A(2)(a) of the Resource Management Act 1991.

Description of proposal

The proposal is for a multi-fuel energy centre and service hub, with truck stop, stock effluent disposal, service station, retail service area, café and fruit shop facilities, comprising the following:

  • approx. 29,570m3 of earthworks;
  • a four-lane dispensing forecourt for the truck stop, with the design futureproofed to provide for hydrogen dispensing;
  • a facility for disposal of stock effluent from stock truck holding tanks;
  • an eight-lane dispensing forecourt for the service station with associated 6m high, 468m2 freestanding forecourt canopy;
  • underground petrol and diesel tanks with a combined volume of 300,000 litres;
  • 4 EV charging stations, with the ability to provide further stations as and when demand increases;
  • space for future hydrogen production and/or storage;
  • LPG “Swappa” Bottle sales;
  • a 300m2 retail service area and shop;
  • a 495m2 café;
  • a seasonal fruit shop comprising a courtyard encompassed by a 302m2 “lean to” style shelter;
  • a single 28m-wide, two-way combined entry/exit site access from Evenden Road
  • widening of Evenden Road in the vicinity of the site access, and lane configuration changes to the SH2/Evenden Road roundabout;
  • 62 standalone carparks (including 3 accessible parks and 4 EV parks), 12 truck parks, 3 long vehicle/campervan parks, and 13 bike stand parks;
  • 2 loading spaces;
  • pedestrian footpaths and marked crossing points throughout the site between parking and fueling spaces, and the service station shop/café;
  • approx. 74.56m2 of associated advertising devices and signage (visible from any public place);
  • associated landscaping and external lighting; and
  • a 21,000m2 on-site stormwater attenuation basin.

The subject site is zoned Plains Production Zone in the Hastings District Plan (including Plan Change 5, Operative 12 September 2025). The proposal requires resource consent as a Non-Complying Activity.

The application includes an Assessment of Environmental Effects, including specialist reports on Transportation Assessment, Landscape Effects Assessment, Infrastructure Report, Assessment of Noise Effects, Contaminated Land Assessments; Geotechnical Assessment, and External Lighting & Signage Assessment, and may be inspected at the Hastings District Council Customer Service Centre, 207 Lyndon Road East, Hastings, during office hours or on the in the Supporting documents listed below.

Submissions

Any person may make a submission on the application, but a person who is a trade competitor of the applicant may do so only if that person is directly affected by an effect of the activity to which the application relates that –
(a) adversely affects the environment; and
(b) does not relate to trade competition or the effects of trade competition
