Hastings District Council  has received an application from Sun Properties Limited for a resource consent for residential development at 147 Napier Road, Havelock North. The applicant has requested that the application be publicly notified in accordance with Section 95A(2)(a) of the Resource Management Act 1991.

Description of proposal:    

The proposal seeks to remove existing packhouse and coolstore facilities and to undertake a residential development comprising 29 residential units, with each unit contained within its own title. The proposal requires a combined land use and subdivision consent, as well as consent under the National Environmental Standard for Assessing and Managing Contaminants in Soil to Protect Human Health 2011 (NESCS).
The proposal is summarised as follows:

  • The existing site (7,598 m²) is to be subdivided into 29 residential lots, 1 shared facility lot for internal accessways, stormwater detention, and open space, and 2 lots to be vested in Hawke’s Bay Regional Council as local purpose reserves.
  • Each residential lot will contain a detached or semi-detached two- or three-storey dwelling. These dwellings will be based on four different designs, generally comprising an internal garage, three bedrooms, and associated outdoor living spaces.
  • •    The development will be accessed via the existing crossing from the layby section of Napier Road, with another existing crossing to the north designated for egressing traffic only.
  • The site will be connected to Council’s reticulated potable water and wastewater network. Stormwater will be discharged into Karamu Stream, subject to on-site detention and treatment and to obtaining a discharge permit.
  • It is estimated that 2,675 m³ of cut and 3,397 m³ of fill will be required for the development.

The subject site is zoned Plains Production Zone in the Hastings District Plan. The proposal requires resource consent as a Non-Complying Activity.

Any person may make a submission on the application, but a person who is a trade competitor of the applicant may do so only if that person is directly affected by an effect of the activity to which the application relates that –
(a) adversely affects the environment; and
(b) does not relate to trade competition or the effects of trade competition
