Raureka Reserve Management Plan amendment

Playcentre Aotearoa has expressed interest in leasing about 750m2 land on St Leonards Park from Hastings District Council. It would construct a building of about 170m2 to house Hastings Playcentre.

Playcentres are not-for-profit community preschool learning centres, open to all and operated by a co-operative of parents, under the guidance of the national Playcentre Aotearoa.

A playcentre on the park would appear to be a natural ‘fit’ for the park, which is home to two other community organisations: the Hawke’s Bay Woodturners Guild and Western Rangers Football Club, however Council wants to know what you think.

To allow a Playcentre to lease land on the park (approximately 750m2 – about 0.15% of the 4.8 hectare park) does require an amendment to the Raureka Parks Reserve Management Plan, which guides any development and the management of St Leonards Park, Ebbett Park and Whenua Katoha Reserve.

The St Leonards Park playground is due for renewal over the next 12 months. A new off-street area is also planned. Public consultation on the layout and play equipment for the playground and the car parking will be held in early 2022.

Hastings District Council is proposing amending the Raureka Parks Reserve Management Plan 2019, which guides the development and management of St Leonards Park, Ebbett Park and Whenua Katoha Reserve. The Council is taking the opportunity to update the Plan to reflect the fact that the parks are all now formally vested as reserves under the Reserves Act 1977.

It is proposed that the playcentre would occupy approximately 750m2  (including a building of approximately 150m2 and outdoor play area), on St Leonards Park, adjacent to the children’s playground, accessed off Southampton St. Below is a plan of the site, showing the intended location of the playcentre. A request has been received from Playcentre Aotearoa to lease an area of up to 750m2 of land at St Leonards Park to build and operate a playcentre facility to serve the Hastings community.  

It is proposed that the Raureka Reserves Management Plan be amended to permit the construction of a purpose-built playcentre facility on the park, subject to the proposal meeting the provisions of the Operative Hastings District Plan.

As intended at the time the Raureka Reserves Management Plan was originally prepared, the parks have all now been formally vested as reserves under the Reserves Act 1977.  Some minor amendments are being proposed to reflect that new legal status.

St Leonards Park is classified as a Local Purpose Reserve under the provisions of the Reserves Act 1977, which allows for the provision of buildings used for community purposes, such as a playcentre.

There are two existing buildings located on St Leonards Park which are used by the community: Hawke’s Bay Woodturners Guild and Western Rangers Football Club. 

As a Local Purpose Reserve, Council has delegated authority under Section 61 of the Reserves Act 1977 to issue a lease to Playcentre Aotearoa to occupy part of St Leonards Park for playcentre purposes without the need for public consultation.  However the Raureka Parks Reserve Management Plan 2019 does not specifically authorise a playcentre. Council is therefore seeking public views on making provision for the playcentre.

The playcentre will still need to comply with Hastings District Plan rules, or obtain a Resource Consent if its plans fall outside of those rules. 

Council has met with neighbours immediately adjacent to the area of land on St Leonards Park that may be suitable for Playcentre. Their feedback has been taken into account when selecting a site that makes provision for the facility, should Playcentre Aotearoa decide to proceed with its application. A flyer is being distributed to the homes on all boundaries of the park. 

Should the relevant consents be obtained, the construction of the new building will be coordinated with the upgrading of the public playground in St Leonards Park, scheduled to start in July 2022.  This will include off-street carparking for the public playground and the playcentre (see the proposed Site Plan here).

The construction of the new building  and obtaining and paying for Resource Consent and Building Consent will be the responsibility of Playcentre Aotearoa.

The playground in St Leonards Park is due to be upgraded, regardless of the outcome of this amendment  process. Public consultation on the layout and play equipment for the park will be held with the wider community early in 2022.

Council is also proposing some minor changes to the Reserve Management Plan which will guide Council’s decision-making in the event there are any future proposals for buildings, structures and leases, licences and permits on any of the three parks.  The intention is to ensure any decision to allow structures within the parks is consistent with the park’s classification under the Reserves Act 1977 (Local Purpose for Ebbett and St Leonards Parks, and Recreational for Whenua Katoha Reserve).  Council would also need to consider whether the use of the reserves would be detrimentally affected by any proposal.
