Plan Change 5: Right homes; right place

Consultation on Plan Change 5: Right homes; right place has re-opened after it was found that information was missing from some documents attached to the previous consultation held in October/November 2022.

A technical issue with the software programme used to convert sections of the e-plan (council’s electronic district plan portal) resulted in incomplete tables with spaces where text should have been. The missing information has been highlighted in a table below and now available for public viewing. Members of the public are again able to make submissions to the plan change. Residents who have already made a submission can keep their submission as it is, or review the missing information and re-submit.

The Plan Change proposes altering the rules around the development of residential housing to allow more houses to be built within existing urban areas. The change is in response to the growing need for more housing as our population grows, the need to protect our district’s growing soils, as well as new government legislation that sets out how councils must allow more houses to be built.

Plan Change 5 re-opening FAQs

Yes, anyone can make a submission in this consultation. You do not need to have made a submission in the 2022 consultation.

If you want to keep your original submission you can let us know by emailing policyteam@hdc.govt.nz. If you do not get in touch about changing your submission, we will assume you are happy with it and carry it over.

Yes, to do this just fill in the online form and tick the box “Add to or amend my original submission”, or post in your submission points along with a statement that you want to add them to your original submission.

Fill in the online form and tick the box “Withdraw my original submission and make a new submission”. If you have not made a submission before the online form will guide you through the process.

We have a comparison table where you can see what was originally notified and what should have been included. The wording that was omitted is highlighted.

No, current further submissions are all still valid. After the close of this submission period, we will prepare and publicly notify a summary of new and amended submissions. As with the previous consultation, there will be an opportunity for anyone to make a further submission in support of, or in opposition to, any of these submissions.

We are yet to set a date for the hearings however they are likely to be around February 2024. We will share details when they are available.

Yes, the same process will be followed. When submissions close, the team will prepare and publicly notify a summary of any new or amended submissions. We will then notify the public that the plan change is open for further submissions.
