Help shape the future of Havelock North Village

Havelock North is evolving, and we need your input to make sure it remains a vibrant, connected, and thriving place for residents, businesses, and visitors.

Hastings District Council is reviewing the framework that guides how the Village Centre develops into the future. Your feedback will help shape direct investment, transport, public spaces, and areas for development—while ensuring we look after the unique character of the Village.

How we started – The 2008 Village Centre Framework

Fifteen years ago, Hastings District Council developed a framework to guide the future of Havelock North’s Village Centre. The goal was to create a well-connected, compact, and vibrant centre with a strong sense of identity—balancing growth while maintaining the character that makes our Village special.

The 2008 plan focused on:

  • Strengthening the Village’s compact, walkable layout  
  • Encouraging mixed-use development (shops, offices, and apartments)  
  • Enhancing public spaces like the Village Green
  • Managing car parking and transport connections
  • Supporting business growth while recognising the Village’s charm

What's been achieved since then

  • Village Exchange and Porters Hotel (was the old Happy Tav site and Council carpark)
  • Joll Road development (top of Joll Road, home to Mary’s, Lot 2, Craigs Investment Partners, Colliers etc.)
  • Village Green car park (St. Columba's Presbyterian Church land)
  • Townhouses (block opposite Anderson Park)
  • Laneways, new eateries, hotel, shops, offices, park improvements, townhouses and supermarket. 

Havelock North continues to grow, and new opportunities continue to emerge.
